According to the Official Statistics Law of 2021 (Law No. 25(I)/2021):
- The Statistical Service is defined as the competent authority for coordinating all activities in the Republic for the development, production and dissemination of official statistics, which are defined in the annual and multiannual programme of statistical activities.
- The responsibility of the Statistical Service, on coordination, covers the Other National Authorities.
The Statistical Service is responsible for coordinating statistical programming, reporting, quality monitoring, methodology, data transmission and communication on the actions of the European Statistical System (ESS)
The Statistical Service develops an appropriate framework for cooperation on the basis of bilateral arrangements with the Other National Authorities, whenever necessary.
The Statistical Service ensures that a list of the Other National Authorities responsible for the development, production and dissemination of European statistics and their heads on official statistics is maintained and published on its website, which may be reviewed whenever necessary.
- The Statistical Service acts as the exclusive point of contact for the European Commission (Eurostat) on statistical issues.
CYSTAT is mainly concerned with the initiation, organisation and carrying out of various censuses, sample surveys and statistical enquiries of an economic, demographic, social or environmental content and the publication of the results, with the intention both of assisting the government in policy-making and planning, and the statistical information of the private sector the general public. At the same time, CYSTAT acts as a co-ordinator in cases where other institutions (such as the Central Bank, other Ministries and Government Departments and semi-Government organisations) pursue work of a statistical nature for the collection of data of direct interest to the area of their activity.
The Statistical Service also collaborates with other European and international organisations, such as the European Statistical Service (Eurostat), the United Nations Statistics Division (UNSD), the United Nations Economic Commission for Europe (UNECE Statistics Division), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Labour Office (ILO), the International Telecommunication Union (ITU), the Organisation of Foods and Agriculture (FAO), the International Statistical Institute (ISI), as well as with Statistical Services and scientific centres of other countries. This collaboration includes frequent correspondence, supply of data and exchange of experiences, attendance in conferences and seminars, technical aid and personnel training.
