On the 11th July 2012, the first meeting of the Council Working Party on Statistics under the Cyprus Presidency took place in Brussels.

According to the agenda of the meeting, the following three items were discussed:

(a) Proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 223/2009 on European statistics.

The first reading of the text began with a discussion on the amendments to articles 2.1 (professional independence) and 5.1 (coordinating role of national statistical institutes) while a first round of comments was also made with regard to the proposed new article 5a (heads of national statistical Institutes). The Commission provided clarifications on the substance behind each proposed amendment to the original Regulation.

(b) Proposal for a Regulation of the European Parliament and of the Council on the European statistical programme 2013-2017.

Delegations from the Member States and the Commission expressed their views on the amendments submitted by the European Parliament. The discussion focused on those amendments that were the least accepted; these raised different issues such as the need for the production of additional statistics, the appropriateness to include references on governance and quality in this Regulation, etc. The Cyprus Presidency will use these views and opinions of the delegations as an input to the upcoming trilogue.

(c) Commission Delegated Decision of 29.6.2012 on investigations and fines related to the manipulation of statistics as referred to in Regulation (EU) No 1173/2011 of the European Parliament and of the Council on the effective enforcement of budgetary surveillance in the euro area.

The Presidency called the euro area Member States to indicate their views on the adoption of the delegated decision. A majority of euro area Member States requested an extension of two months in order to have more time to review the delegated decision. The issue of the two months extension will be included in a forthcoming meeting of the Committee of Permanent Representatives as point I.

The next meeting of the Council Working Party on Statistics is scheduled for the 18th September 2012.
